Who we are

SCIRT (The Stronger Christchurch Infrastructure Rebuild Team) is responsible for rebuilding horizontal infrastructure in Christchurch following the earthquakes of 2010 and 2011. Ultimately we are responsible to the people of Christchurch and New Zealand.

SCIRT is made up of local people from many organisations.

What is an alliance?

An alliance is a form of contractual agreement between multiple parties created to align all participants to common goals and objectives. This is a proven way to deliver outstanding results for major infrastructure projects, especially where there is a high level of uncertainty. Infrastructure alliances encourage innovation and value for money. In an alliance, all partners have shared goals and make decisions that are best for the project. Alliance partners are bound by a commercial model in which they all either succeed or fail together.

Our city's infrastructure rebuild follows an alliance model to:

  • harness the expertise of the public and private sectors
  • promote information sharing and collaboration
  • manage the many risks and opportunities that will develop as works progress.

The SCIRT Board

Our Board is the board of directors for the Alliance. The Board is made up of senior executive managers from both the owner and non-owner participant organisations.

The Board provides direction to our Management Team, who are the full-time operational leaders of SCIRT. The Management Team leads head office and delivery operations.

An Integrated Services Team provides the overarching tactical co-ordination for the infrastructure rebuild. Professional Services Consultants provide the design services for the SCIRT programme of work. The Integrated Services Team plan the important infrastructure rebuilding work ultimately delivered by our Delivery Teams.

Delivery of our important rebuild work is very ably supported by local sub-contractors and suppliers. The Delivery Teams employ sub-contractors directly. Local businesses wanting to work with us as sub-contractors should approach Delivery Teams directly.
