What we are doing

  • Downer, as a part of SCIRT, is repairing earthquake damaged, publicly owned retaining walls on Reserve Terrace in Lyttelton.
  • The installation of the retaining walls are almost complete. Within the next few weeks we will begin the reinstatement process in properties adjacent to the new retaining wall. We will be in contact with the property owner before this process begins.
  • Starting the week of Monday 14 November, we will begin repairing the storm and wastewater drainage system along Reserve Terrace. This work will be split into three stages and will take about three weeks to complete, subject to favourable on-site and weather conditions. Refer to Maps 2, 3, 4 for location of work.
  • Our work will include the installation of a drainage system at the back of the new retaining wall, repairs to the damaged wastewater mainline, repairs to two laterals, and repairs to two manholes.

Traffic Impacts

  • Parking for residents within the worksite will change as we move from stage to stage. Refer to Maps 2, 3, 4 for location of parking.
  • Vehicles parked within the worksite are advised to reverse down into Reserve Terrace from the Randolph Terrace and Reserve Terrace junction. Vehicles can turn around at our site office on the Reserve Terrace and Sumner Road junction. See Map 1.
  • Please take care not to damage the diverted live water main when parking next to the worksite.
  • There will be no-parking cones in place south of the designated parking spots.
  • Pedestrian access will be maintained on the West side of the road closure for resident access only. For the final stage of works Watson Lane will be closed to all pedestrians.

General Information

  • Please contact Downer on 0800 400 310 if you have any specific access requirements that we need to consider e.g. large vehicle deliveries, rubbish collection, or planned works on your property.
  • Our standard work hours are Monday to Friday between the hours of 7.00am and 6.00pm. On occasion we may need to work during the weekend to complete essential work.
  • There will be increased noise, dust and vibration levels associated with this work.
  • Works will have no planned impact on current power, telecommunication, water or gas services. However, the network is still fragile so please be prepared in case there is an unexpected service cut off.
  • Safety is our number one priority. Safety is your responsibility too. Stay clear and stay alert—keep children and pets at a safe distance from the worksite.
  • Please put your rubbish and recycling out before 6:00pm the day before your collection. Our work crews will move your bins to the end of the street for collection and return the empty bins back to your property boundary. Please make sure your house number is visible on the bins so our crews can return the bins to the correct property.

Stage 1 works

  • Starting on Tuesday 15 November, for about three days, we will begin stage 1 of our drainage works.
  • During this stage we will begin the installation of drainage at the back of the new retaining walls.
  • We will also begin the installation of a new wastewater mainline. This work involves digging a trench in the middle of the road to repair the damaged pipe.
  • Residents at property numbers 31, 29B and 23 Reserve Terrace will have designated parking spots South of the worksite. Residents at property numbers 16 and 14 Reserve Terrace will have designated parking spots north of the worksite. See Map 2.

Stage 2 works

  • During this stage we will continue the installation of drainage at the back of the new retaining walls.
  • We will also make repairs to the public section of the wastewater and storm water laterals at property number 14 Reserve Terrace.
  • Residents at property numbers 14, 33, 31, 29B and 23 Reserve Terrace will have designated parking spots south of the worksite. Residents at property numbers 16 Reserve Terrace will have designated parking spots north of the worksite. See Map 3.

Stage 3 works

  • Stage 3 works will follow stage 2 works and continue for about one week.
  • During this stage we will continue the installation of drainage at the back of the new retaining walls.
  • We will make repairs to two manholes along Watsons Lane.
  • Watsons Lane will be closed to pedestrians for the duration of this stage of work. The suggested detour route to the Town Centre will be via Randolph Terrace, Stevensons Steep, and St Davids Street.
  • Residents at property numbers 14, 16, 33, 31, 29B and 23 Reserve Terrace will have designated parking spots south of the worksite. Residents at property number 31 Sumner Road will have designated parking on St Davids Street. See Map 4.

Please note: We will be returning to your street at a later date to continue road resurfacing works.
